The analytic overview of modern projects on spiking neural networks hardware implementation are conducted in the article. There major disadvantages are highlighted. The variant of optoelectronic spiking neural network hardware implementation is proposed. It is free of these disadvantages by using optical signals for communication between neurons and the organization of learning through hardware. The problem of automation construction of the diagnostic and recognizing models by precedents on the basis of neuro-fuzzy networks is solved. The method of neuro-fuzzy network construction with hashing transformation on the generalized axis is proposed. It allows increasing the levels of automation of synthesis and of generalization of models, to simplify the structure and to reduce the number of parameters, and to increase the interpretability of neuro-fuzzy networks. Mathematical model and algorithm of enhanced resolution image reconstruction by joint processing of input low-resolution of subpixel displaced images one relative to other are presented. Features of near-field method application in optical systems to overcome the diffraction limit were considered. Existing at the moment near-field probes were discussed and their comparative analysis was made. Separately, the main parameters of near-field probe based on optical plasmon microstrip line and its application in optical data storage were analyzed. The article reveals the main problems on the way of formal models constructing of text documents. It is formed a logical-linguistic model of the text, which consists of linguistic and semantic-syntactic components. This paper generalizes preliminary obtained results on the SmartText Project that has being conducted at the Center for Electronic Studying, University of Oregon (USA) and at the Institute of Information Technologies (Odesa, Ukraine). One of the aims of the project is to develop an appropriate design methodology for the constructing of text materials with embedded intelligent component, providing readers with personal assistance while reading the text. Four main topics are discussed in the paper: electronic enhanced text by means of cognitive resources; enhanced text with embedded intelligent component ideas; dialogue behavior as an environment of knowledge interchange between the reader and the intelligent text; and, SmartText “agency” architecture. On the specific example of the time series of “Marginality of sales” indicator there are considered known fuzzy forecasting models which differ in rules of fuzzification and/or defuzzification. In the context of this study, we propose point-estimation method of fuzzy forecasts which, according to the calculations, compared with some known rules of defuzzification can improve the statistical quality of time series forecasting. Mesoscale WRF meteorological model, adapted to provide a system of nuclear emergency response RODOS with operational meteorological information for the conditions of Rivne NPP was successfully verified on the basis of the measurement data of RNPP meteostation. Miscalculations of wind direction near RNPP are local in nature and reduce with improving the quality of the topography data and land use categories. Joint use of detailed SRTM topography and MODIS land-use with 15 second resolution allowed reducing bias error in wind direction more than by 20%. Таbl.: 5. Figs.: 3. Refs.: 10 titles.

Admixture diffusion processes with their cascade decay in a multicom­ponent body is investigated. For the specific scheme of decay, coupled initial-boundary value problems of diffusion of the cascade type are formulated, their solutions using Green functions are obtained. Software modules are developed and numerical analysis of functions of both decaying particle concentration and mass flows of decaying substances is carried out. It is shown that on the zero stage of decay the function of substance concentration incoming from the layer surface is a monotonically decreasing function those time-increases till gets on the steady-state regime. In the case of concentration distributions on next stages of decay, near-surface increase of the function is observed; its maximum grows up and shifts to depth of the body. Figs.: 9. Photon is a compact formation, where effective force reduces the configuration. The structure of elementary particles is determined on the basis of the rotating and precessing photon. Photon is a bunch of electromagnetic field, all parts of which are moving at the speed of light. When moving along the circle not all parts may move at this speed in result of which an electrostatic field appears. Photon and elementary particles have the smaller size, the greater their mass-energy. The electron has the largest size. Neutron, as well as the atomic nucleus consists of protons and negative fields. It is determined the structure of the neutrino, mechanism of the particle charge identity, energy fields. The unified field theory cannot be created because of the large difference in the fields. Figs.: 9.
