The new scientific paradigm, which is based on the system-cybernetic approach is exposed. The work prolongs to disclose the main conceptional regulations of the new cybernetic (postcybernetic) of the author. Novelty of the stated material consists in integration of the system approach, general regulations and principles of the development of processes and phenomena, which occur in living, lifeless and artificial medium. In the article a new method for solution of fuzzy differential equations is obtained. The method is based on finding of an estimation of domain in which trajectories of solution with prescribed possibility level are contained. The method of construction of mathematical model, formation of its compound components and base portrait of the functional environment of PIM-system is offered. The base portrait contains a feature set (functions) and a set of priority parameters, which the projected PIM-system should have at the chosen type of integrated technology of the PIM-chip to realize the set algorithm of a solved task. The knowledge management is a perspective direction of modern science and concomitant technical disciplines.
